01 — About ADAPT

The African Continental Free Trade Area is one of the most ambitious economic projects in the world. ADAPT is the digital infrastructure that turns that vision into reality, integrating identity, data, and payments to connect markets, reduce barriers, and unlock Africa’s full economic potential.

Led by the AfCFTA Secretariat in partnership with the Tony Blair Institute for Global Change, the World Economic Forum, and the IOTA Foundation, ADAPT is an open-source platform designed to support a wider digital-trade ecosystem, making it easier for governments, businesses, and financial institutions across the continent to trade with each other.

The reality

But the barriers are real.

Border
01Data stops at the border.
02Identity doesn't travel across borders.
03Payments are slow, costly, and unpredictable.
04Goods get stuck, costs stack up.
05Finance is out of reach for most businesses.

The market

1.4 billion people, just out of reach.

ADAPT exists to remove these barriers. Built on the AfCFTA Digital Trade Protocol — the first continent-wide, legally binding digital trade framework in the world, and the legal foundation that makes our work possible.

03 — ADAPT's role

Unlocking the potential of African trade.

ADAPT supports countries to implement trusted digital trade infrastructure, delivering economic and operational benefits across the continent.

Benefit 01

Faster, cheaper trade

Digital processes reduce border clearance times from up to 14 days to under 3 days, cutting costs and delays in transport and admin.

Benefit 02

Greater transparency

Trusted data exchange improves supply chain visibility and reduces fraud risk across the continent.

Benefit 03

More participation

Simplified processes open up regional trade to more businesses, with 500,000+ smaller businesses projected to gain access for the first time.

Benefit 04

Improved security

Digital identity and verified credentials improve transaction security and reduce fraud and identity risk across borders.

Benefit 05

Better access to payments and finance

Digital payment infrastructure cuts cross-border fees from 6–9% to below 3% and unlocks $15 billion in trade finance.

04 — Built together, open to all

Shared infrastructure, shared prosperity.

ADAPT brings together governments, international organisations, and technology partners around a single mission: open digital infrastructure that works for all of Africa.

ADAPT's vision is to combine open-source technologies – including blockchain, IoT, cloud computing, and AI – with policy support and implementation expertise to help countries:

01.

Establish trusted digital identities that work across borders

02.

Enable secure data exchange between stakeholders

03.

Open up trade finance for businesses of all sizes

04.

Connect payment systems for faster, cheaper cross-border transactions

05.

Strengthen transparency and trust across supply chains

ADAPT works closely with governments and regional institutions to ensure solutions are aligned with national priorities and systems and scalable across the continent.

These countries will serve as early adopters, helping demonstrate how digital infrastructure can enhance trade efficiency and cross-border collaboration. Lessons from these implementations will inform the broader rollout of ADAPT across Africa.

In their words

The ADAPT initiative is not just a technology project, it is a trade competitiveness instrument delivered in partnership with the World Economic Forum, the Tony Blair Institute for Global Change and IOTA Foundation. This initiative integrates secure digital identity systems with blockchain-enabled verification mechanisms to authenticate traders, goods, and trade documents across our countries.

WM
H.E. Wamkele Mene
Secretary-General of the AfCFTA

My Institute is proud to have worked with the AfCFTA Secretariat, IOTA Foundation, and many public and private sector partners to co-design and implement this new ADAPT platform. We will provide practical support from our teams in over 17 African countries and keep bringing in the best of global technology and finance, to ensure Africa’s single digital market is African in its roots and global in its reach.

Sir Tony Blair
Founder & Executive Chairman, Tony Blair Institute for Global Change

Africa’s trade future will be shaped by how effectively we implement the AfCFTA and remove real barriers to cross-border commerce. That requires stronger collaboration between the public and private sectors, and solutions grounded in African realities. ADAPT reflects this shift — from ambition to execution — by supporting trusted digital frameworks that make trade faster, more transparent and more inclusive. The World Economic Forum is committed to advancing initiatives that turn continental integration into tangible economic opportunity.

Head of Africa & Member of the Executive Committee, World Economic Forum

The success of using distributed ledger technology in pilot projects across Kenya and Rwanda has made it clear that Africa is ready to embrace these changes. The continent sets the standard for the rest of the world, unlocking immense economic potential and creating a much more level playing field in trade through new financing opportunities for millions of businesses across the continent.
